IMF Survey: Sound Policies Shield South Africa from Worst of Recession

Sound macroeconomic policies have helped cushion the impact of South Africa’s first recession since 1992, the IMF says. In its regular assessment of South Africa’s economy, the IMF stresses the importance of progress on structural reforms to remove long-standing barriers to growth and employment.

Working Paper No. 09/196: The Derivatives Market in South Africa: Lessons for sub-Saharan African Countries

Summary: This paper examines the role of the derivatives market in South Africa and provides policy options for promoting the development of derivatives markets in sub-Saharan Africa. South Africa’s derivatives market has grown rapidly in recent years, supporting capital inflows and helping market participants to price, unbundle and transfer risk. There are tight regulations on asset allocations by insurance and pension funds to prevent excessive risk taking. The development of derivatives markets in sub-Saharan African countries could enable market participants to self-insure against volatile capital flows. Theiroverdependence on bank credit as a source of funding could be reduced and their management of seasonal risk could be improved through the introduction of commodity futures. However, these markets must be appropriately regulated and supervised. Since such markets would likely be small, consideration should be given to the establishment of a regional derivatives market.

Summary: The purpose of this paper is to examine factors that have constrained South Africa’s growth since the end of apartheid by comparing its GDP components and its saving and investment performance with those of 10 faster-growing countries. The study finds that sluggish investment has undermined growth since 1996 and that the underinvestment is in part explained by limited saving. Thus, over the last decade, interactions between investment, saving, and production may have perpetuated slow growth in South Africa.

Summary: This paper conducts an assessment of external price competitiveness for Mozambique. A variety of indicators suggest that Mozambique has recently lost external price competitiveness with respect to its major trading partners. Consistent with these indicators, an exchange rate assessment indicates that the metical is overvalued by 26 to 41 percent in real effective terms. If sustained, an overvaluation of this magnitude has the potential to retard economic growth and jeopardize external stability, calling for an adjustment of monetary policy to gradually restore external price competitiveness.

Summary: Macroeconomic performance of Seychelles under the Stand-by Arrangement (SBA) has been favorable and the reforms continue to be pursued with a high degree of ownership and broad public support. The liberalization of the exchange regime, a strong fiscal adjustment, and prudent monetary policies have contributed to restoring macroeconomic stability. Program implementation has been exemplary and talks to restructure public external debt are progressing well. A debt restructuring agreement with commercial creditors, on terms comparable to those agreed with Paris Club creditors, is a crucial element in reestablishing a sustainable public debt outlook and supporting economic recovery.

Summary: This paper analyses economic implications and the transmission mechanisms of different options for creating and using fiscal space. For creating fiscal space, we consider prioritizing expenditures, raising revenue, and scaled-up aid. Fiscal space is used for increasing health and education spending, infrastructure spending, or both. The analysis takes place within the World Bank’s MAMS model, which is a multisectoral real computable general equilibrium model that incorporates the Millennium Development Goals. The model has been calibrated for Burkina Faso, which serves as an illustrative country example. Some of the key results are that absorbing a more educated labor force requires fundamental structural change in the economy; increasing health and education spending can face sizeable capacity constraints; and infrastructure spending has a positive effect on growth as well as education and health outcomes.

IMF Policy Paper: Evaluation of Technical Assistance to Post-Conflict Countries-Mozambique and Rwanda

Summary: This evaluation of technical assistance (TA) in statistics covers two post-conflict countries, namely, Mozambique and Rwanda during the period 2000-08. The TA, including training, covered the broad spectrum of the Statistics Department’s (STA) program, including collaboration with the East Africa Regional Technical Assistance Center (East AFRITAC), the U. K. Department for International Development (DFID), and the Japanese-funded General Data Dissemination System (GDDS) projects, as well as TA funded directly from the IMF’s budget. The emerging lessons also provide a useful guide to future TA to non-English-speaking countries. <br />
The evaluation is based on missions to each country and relied on responses to questionnaires, desk reviews of available data, and discussions with country authorities, donors, data users, and national officials who participated in IMF courses in statistics.
