Working Paper No. 11/34: What Drives the Performance of Selected MENA Banks? A Meta-Frontier Analysis Author/Editor: Ben Naceur, Sami ; Ben-Khedhiri, Hichem ; Casu, Barbara Summary: This study examines the effect of financial-sector reform on bank performance in selected Middle Eastern and North African (MENA) countries in the period 1994 -2008. We evaluate bank efficiency in Egypt, Jordan, Morocco, Lebanon and Tunisia by means of Data Envelopment Analysis (DEA) and we employ a meta-frontier approach to calculate efficiency scores in a cross-country setting. We then employ a second-stage regression to investigate the impact of institutional, financial, and bank specific variables on bank efficiency. Overall, the analysis shows that, despite similarities in the process of financial reforms undertaken in the five MENA countries, the observed efficiency levels of banks vary substantially across markets, with Morocco consistently outperforming the rest of the region.Differences in technology seem to be crucial in explaining efficiency differences. To foster banking sector performance, policies should be aimed at giving banks incentives to improve their risk management and portfolio management techniques. Improvements in the legal system and in the regulatory and supervisory bodies would also help to reduce inefficiency.

Summary: The Southern African Customs Union (SACU) is facing its biggest challenge in its 100 years of existence. The global economic crisis has significantly reduced its revenue outlook, which is having a disproportionate impact on its smaller member countries, and which calls for an appropriate policy response. This paper discusses specifically the implications for Botswana, Lesotho, Namibia, and Swaziland, and provides recommendations regarding the proper fiscal response by these countries to the decline in SACU revenue.

IMF Policy Paper: Kingdom of Swaziland – Assessment Letter for Multilateral and Bilateral Donors Summary: This letter provides an assessment of recent macroeconomic developments in Swaziland and an update on the discussions between IMF staff and the Swaziland authorities. Swaziland faces a fiscal crisis caused by an 11 percent of GDP drop in revenue payments from the Southern African Customs Union (SACU) and one of the largest wage bills in Africa. In response, the authorities have put in place an ambitious Fiscal Adjustment Roadmap and requested IMF staff to monitor its implementation. The IMF Managing Director approved a Staff-Monitored Program with Swaziland on April 4, 2011, that seeks to start the necessary fiscal adjustment, while protecting education, health, and pro-poor spending and improving public financial management. Securing adequate financing in 2011/12 will be critical to avert a more severe fiscal situation.

Working Paper No. 11/69: Fiscal sustainability and the fiscal reaction function for South Africa Author/Editor: Burger, Philippe ; Cuevas, Alfredo ; Stuart, Ian ; Jooste, Charl Summary: How does the South African government react to changes in its debt position? In investigating the question, this paper estimates fiscal reaction functions using various methods (OLS, VAR, TAR, GMM, State-Space modelling and VECM). The paper finds that since 1946 the South African government has ran a sustainable fiscal policy, by reducing the primary deficit or increasing the surplus in response to rising debt. Looking ahead, the paper considers the use of fiscal reaction functions to forecast the debt/GDP ratio and gauging the likelihood of achieving policy goals with the aid of probabilistic simulations and fan charts.

OYASAF, Omooba Yemisi Adedoyin Shyllon Art Foundation, a non-profit organization in Nigeria established in the year 2007, welcomes applications for its 2012 Graduate Fellowship in Nigerian visual art and culture for non-Nigerian scholars.

OYASAF is widely acknowledged as Nigeria’s largest and most balanced private art collection and offers an opportunity to study and research into Nigerian visual art and culture.

It holds over 6000 works of art of different categories of Nigerian and other visual art of the world in its collection with works in all the five areas of Nigerian art ranging from contemporary to modern paintings and sculptures, antiques, traditional and neo traditional African art.

The art works in OYASAF include the works of earliest Nigerian contemporary artists from Aina Onabulu, Akinola Lashekan, Ugorgi, Ben Enwonwu, Okaybulu, Nike Davis-Okundaye, to Charles Shainumi, Okpu

Akinwale, Uzo Egonu, Jimoh Akolo, Lamidi Fakeye, Uche Okeke, Erhabor Emopkae, Kunle Filani, Tola Wewe, Adeola Balogun etc, etc, etc.

THE TERMS AND CONDITIONS OF THE OYASAF FELLOWSHIP PROGRAM ARE:
(1) 25 days lodging in Lagos, in a room of a flat near the foundation.
(2) Stipend of N50, 000 (About USD 300).
(3) Open access to artworks and practicing artists.
(4) Airport Pick-up and drop off.
(5) Office Space with internet access and electrical power supply.
(6) Library support for research.
(7) Transportation for research (as available).

REQUIREMENTS:
(1).Candidates must be enrolled as graduate students in accredited Universities in Europe, Canada, USA, Latin America and Asia, Australia, North Africa and South Africa, pursuing studies in Nigerian art and culture.
(2).Grantees will be expected to make one presentation at an interactive session with scholars/artists during their stay with OYASAF.

METHOD OF APPLICATION:
1-2 pages introducing each applicant, emailed to OYASAF describing research interests and explaining how this fellowship will support the applicant’s research. Each candidate must accompany their application
with a letter of recommendation from a faculty member of their institution dispatched independently to OYASAF. (Such as through Interfolio or a similar confidential delivery system.) Application materials and questions should be emailed to: oyasaf.fellowship2012@gmail.com

Ghana : Musical village for orphans and street children

The Brigitte & Bobby Sherman Children’s Foundation Announces Next Phase of Musical Village in Ghana for Orphans and Street Children to Launch in March

Los Angeles, CA (February 29, 2012) The Brigitte and Bobby Sherman Children’s Foundation, an international humanitarian and development organization dedicated to caring for children orphaned by AIDS, civil warfare, disease or other tragedy in developing countries around the world, will soon begin construction of a musical village in Ada, Ghana. The musical village will incorporate a school and medical clinic that will allow orphaned children to live in the village, grow their own food and sell surplus food to neighboring villages.  All proceeds will go directly back into the BBSCF musical village, where the children will receive a classical education that includes a focus on African drumming, dancing, art, and tribal history.

Beginning in 2006, Brigitte Poublon and Bobby Sherman sponsored a daily musical workshop that teaches children the art of drum building, singing and tribal dance located in the poorest neighborhood in Accra, the capital of Ghana. That assistance eventually progressed into a desire to provide a shelter for these orphans and street children where they could fully have the benefit of art, music, education and health. Today the program includes a daily feeding and tutoring program for street children in Accra and Ada. In 2011, the Brigitte & Bobby Sherman Children’s Foundation was officially formed and plans to assemble the village were set in motion.

To realize the extraordinary vision, last year the Foundation committed to and succeeded in acquiring 5 acres of land in Ada, a rural village some 3 hours drive from the capital.The Foundations COO/CFO Kerry David and CEO Josh Roenitz, met with local chiefs to purchase the land and procure the support of the tribe to commence with the musical village. Two local Chiefs, Nene Tsatsu Pediator and Nene Ahaviatse, even performed a libation ceremony, a centuries old tradition to bring good fortune and peace to the land and its inhabitants, upon completion of the sale.

Over the past six years Bobby and I have watched this dream of ours come to life through the efforts of people worldwide. The progress that has already been made and continues everyday is encouraging beyond belief, said Brigitte Poublon, co-founder of The Brigitte and Bobby Sherman Children’s Foundation.

Additionally, over the past year BBSCF has opened an office in the USAID building in Accra, made it possible for over 2000 students across the U.S. at 7 schools to participate in drumming and Africa awareness programming, and provided orphans and street children in Ghana with mosquito nets to prevent malaria; toothbrushes along with dental hygiene instruction; shoes and clothing; and over 4000 meals as part of the daily feeding program. BBSCF has also covered fees to allow students in Ghana to take their final exams for High School.

Last month it was announced that GreenHouse Holdings, Inc. was selected to provide project development and program management for the musical village. GreenHouse Holdings, Inc. will help ensure that the village will be completely self-sustaining within 5 years and that power for the 5-acre facility will be generated from renewable resources using solar and wind. “We are honored to be a part of this project,” said Russ Earnshaw, President of GreenHouse Holdings, Inc. “Providing sustainable housing and energy solutions in austere regions has always been a focus of our company and we can’t think of a more worthy cause than supporting the Foundation’s goal to improve the lives of these amazing kids.”

Additionally, Perkins+Will has agreed to provide pro bono design expertise for the musical village. ”The architectural firm Perkins+Will is honored to donate design services to support the development of the BBSCF Musical Village in Ada, Ghana, said Perkins+Will Social Responsibility Initiative leader Kelly Schnell. “The project’s visionary goals align with the firm’s commitment to social responsibility, as Perkins+Will understands the power of the built environment to address pressing social needs. The donation of professional services will be provided by the international firm’s Seattle office.”

BBSCF is also pleased to announce that they have established partnerships with The Bobby Sherman EMT Foundation (BSEMT) and The Continuum Center for Health and Healing, an initiative of Beth Israel Medical Center in New York City.
